NPCC INTER-UNIT .22 REVOLVER SHOOTING COMPETITION 2008
RULES AND REGULATIONS
1. The rules governing the competition are: -
a. Categories
i. Each mixed unit is allowed to submit one Boys’ Team and one Girls’ Team. Each team shall comprise a maximum of 5 shooters and a minimum of 4 shooters. Single units are allowed to send in two teams of boys or girls.
ii. Each team shall comprise 4 to 5 cadets from the same unit. Should the team have less than 4 members during the Preliminary Round, the team will not qualify for the team event. However, the cadets may still be allowed to participate in the shoot in order to qualify for the individual event. A team with less then 4 members during the finals will automatically be disqualified.
iii. All 5 members in the team shall participate in the shoot but only the total overall score of the best 4 shooters shall be taken to determine the position of the team.
iv. In addition to the team event, each competitor will automatically qualify for the individual event.
v. The composition of the team members must remain unchanged throughout the competition. Each cadet’s participation will be taken as final according to the registration form submitted, and any changes must only be done prior to the commencement of the shoot, and with the approval of the OC Units and the Organising Committee.
vi. The OC Unit shall be responsible to ensure that all team members have undergone at least two dry practices and have knowledge of proper weapon handling, range procedures and safety rules (as shown in Annex A) before registering the team for the competition. Any competitor who demonstrates incompetence in any of the above prior and during the competition shall be liable for disqualification by the range officials.
b. Attire
Competitors must be in full uniform.
c. Weapon
The .22 of an inch calibre Smith & Wesson revolver shall be used.
d. Target
i. The standard Figure 2 and the NRA Centre-fire targets shall be used.
ii. All participants in the finals shall receive a fresh set of target sheets.
e. Mode of Competition
i. The competition shall comprise two rounds, Preliminary and Finals.
ii. The results derived from the Preliminary Round shall decide:-
1) the top 10 Boys’ Teams and the top 10 Girls’ Teams to participate in the Finals.
2) the top 10 Individual Shooters (Boys) to participate in the Finals.
3) the top 10 Individual Shooters (Girls) to participate in the Finals.
iii. The Finals shall decide the winners for the top 5 Boys’ Teams and top 5 Girls’ Teams, the top 10 Individual Shooters (Boys) and top 10 Individual Shooters (Girls).
f. Stages
There shall be 3 stages per competitor as follows:-
i. Stage 1
1) Target: Figure 2
2) Rounds: 8
3) Range: 15m
4) Time (sec): 20 seconds for every 8 rounds
5) Procedure: Advance to firing position, put on protective equipment. Upon command, pick up revolver, load and ready, and wait for next command. Fire all 8 rounds upon command. After firing 8 rounds, await instruction to unload, show clear and put down revolver.
ii. Stage 2
1) Target: NRA Centre-fire
2) Rounds: 8
3) Range: 9m
4) Time (sec): 30 seconds for every 8 rounds
5) Procedure: After target sheet is changed, await for command to load revolver. Fire all 8 rounds upon command. After firing 8 rounds, await instruction to unload and reload.
iii. Stage 3
1) Target: NRA Centre-fire
2) Rounds: 8
3) Range: 15m
4) Time (sec): 30 seconds for every 8 rounds
5) Procedure: Target sheet is moved to 15m. Fire all 8 rounds upon command. After firing 8 rounds, await instruction to unload, show clear and put down revolver.
g. Scoring
The points scored for the different targets shall be as follows:-
i. Figure 2 target
- 5 points per shot within the rectangle,
- 3 points per shot outside the rectangle.
- Maximum points : 40
ii. NRA Centre-fire target
- According to the points as printed on the target.
- Maximum points : 160
h. Excess Hits
In case of excess hits in a target, the score shall be the best 8 hits for Figure 2 target and best 16 hits for NRA Centre-fire target.
i. Flip Target System
The Flip Target System will be used where the target will flip sideways after the given time.
j. Jams or Misfires
No allowance shall be given for jams or misfires caused by either a defective bullet or a faulty weapon or by the action of the shooter, except in cases whereby the weapon is rendered completely unserviceable despite remedy actions by the shooter and range officials. A shooter may change the weapon only after prior permission has been obtained from the Chief Range Officer, and only between stages. Any remaining rounds, if any, that are not fired due to jams and misfires in the previous stages will be forfeited.
k. Tie-break
i. Team Event
In the event of a tie among any of the top 10 positions in the Team event, the total overall score of the best 3 shooters shall decide. If there is still a tie, then the overall score of the best 2 shooters and so on, shall decide the winner.
In the event that there is still a tie even after the preceding course of action has been taken, then only the total score recorded in the NRA centre-fire targets of the 4 best shooters shall be taken to decide on the winner. If the tie is still not broken, the total score of the best 3 shooters, and so on, shall then decide the winner.
ii. Individual Event
Should there be a tie for any of the top 10 positions in the Individual Event; the total score recorded in only the NRA centre-fire targets shall decide the winner. If the tie is still not broken, the competitors concerned shall be declared joint winners.
l. Number of Shoots
During the Preliminary Round, competitors will shoot the 3 stages only once regardless of whether the competitor is entered for the Team or Individual events. During the Finals, the competitor will shoot the 3 stages once at the team event or the individual event or both if he/she had qualified for both events.
2. There shall be a panel of officials governing the rules and regulations of the competition. Members of this panel and their roles are as follows :
i. Range Umpire
The Range Umpire is the overall in-charge of the competition and the range officials. He shall ensure that all competitors are briefed and have understood the rules and regulations in relation to the competition as well as the safety procedures. He has absolute authority on matters of safety, competition proceedings, scoring and any issues of dispute arising from the event.
ii. Chief Range Officer
The Chief Range Officer is to take charge of the course of fire and is responsible for the correct briefing of competitors. He is responsible to the Range Umpire on matters of safety, competition proceedings and scoring of all competitors.
iii. Range Conducting Officer
The Range Conducting Officer is in charge of the competitors’ action at the firing point to ensure correct procedures are adhered to. He issues range commands and oversees safe behaviour by competitors.
iv. Range Safety Officers
The Range Safety Officer is responsible to oversee competitors’ action at the firing point. He ensures that individual competitors’ adhere to the safety rules. He is to assist in the remedy of ‘stoppages’.
SAFETY RULES AND REGULATIONS
The following safety rules and regulations are to be strictly adhered to, failing which the competitor will be liable for immediate disqualification by the range officials.
a. Strictly observe and adhere to all safety precautions on safe firearm handling.
b. Treat all firearms as though they are loaded.
c. Never point your firearm at anyone.
d. Never place the finger in the trigger guard unless you are about to fire at the target.
e. Never hand or take over a revolver from anyone while the cylinder of the revolver is closed.
f. Never anticipate a command.
g. Always point the muzzle down at an angle of 45 degrees during loading and unloading and when in ready position.
h. Never leave the firing position until the revolver has been unloaded, cleared and inspected by the range officials.
i. No weapon, parts of the weapon, ammunition, or any other pyrotechnics may be removed from the range without authorisation.
j. Protective equipment in the form of eye protectors (or spectacles) and ear mufflers or plugs must be worn without exception.
k. No dry practice is allowed in the range unless under supervision by an instructor.
l. No unauthorised personnel is permitted in the range when firing is in progress.
m. Competitors waiting their turn must remain outside the range unless otherwise instructed by range officials.
